How to convert an Image from 72 DPI to 300 DPI and resize?

While I would not use this method... It does seem to work perfectly fine. When I took the image and loaded it into Word, it was 1.75x1.5. Yes it does appear larger in the Windows Viewer, but think about it this way, your computer screen shows images at 72 DPI, so it coming up larger when you have it at 300 DPI is normal. 300 DPI is what you use when printing, while 72 is what you use for screen and website images.
