Does anyone know of a place to get Adobe Flash CS2 or newer for under $100?

Flash CS2...you mean Flash 8? It does not support AS3...AS3 support starts with Flash CS3. Try to buy it used as Adobe does not sell it anymore. Ebay, Usedeverywhere, kijiji...etc etc...
