Itchy horse with blisters/sores on her muzzle and lips?

I know absolutely nothing about horses - but just a suggestion as this applies to my little dog - could it be some type of fungal infection? My shih tzu has antifungal tablets just as a low maintenance medication as she is constantly troubled by fungal skin issues.
